Of course the definition I am referring to here is also referred to as a network architect.
In 1966 I began studying computer programming when I was 18 and learned Fortran, Cobol and eventually Basic which I taught to my children so they could program their own computer games on my first home computer a TRS-80 with 4k of memory in 1978. I started to teach my children when they were 5 and older how to program in basic their own computer games by 1980.
Though my programming professionally was mostly from 1966 to 1970, when I burnt out because there weren't microprocessors, RAM or home microcomputers in general use until the PC and the Apple Computer in the 1980s. Batch was sort of maddening to deal with compared to Random Access Memory which though it is very wasteful in some ways, allow a person to access memory from mulitple points at once with incredibly speed and efficiency.

When the Internet first began between University Professors and then Students (especially grad students) in 1969 it was a very University only type of thing. However, by 1992 this is what an Internet map of the United States looked like:

So, by 1998, I decided to learn Network engineering in addition to being a business  owner.
So, I studied Network Engineering to expand my knowledge of engineering networks at a technology education specialty company that offered courses to people like those who developed software that could be sold on the Internet or at stores. However, there were courses from everything from building computers custom made to actually writing software to actually engineering networks to interface with software and users all over the world.
Many Silicon Valley business owners and developers also honed their skills and expanded their knowledge both then and now at these types of specialty engineering schools mostly designed for people in the industry there in Silicon Valley.
Watching the HBO Series "Silicon Valley" reminds me of many of my classmates at this technical College.
