The implication of the graph they presented on CNN being that these are ISIS: Al Qaeda or other foreign fighters that those countries are aware that exist there but likely not know the location of:
Lebanon: 900
Turkey: 600
Libya: 600
Tunisia: 3,000
Morocco:1,500
Saudi Arabia: 2,500
The fact that these countries are aware of the existence of these fighters hostile to their governments while not being sure of where they are contributed to the 21 people murdered in or near a Tunisian Museum today. I saw video footage from CNN and the people being rescued by soldier were so terrified the women were holding their heads and being led by there husbands up stairways as fast as they could move they were so terrified and out of their comfort zones. You worry about people getting a mild or severe case of PTSD from being this terrified especially if they saw any carnage as well.
