I was thinking more about a better solution for most people in California and the western states and realized that a Fireproof underground bomb shelter with a bathroom and kitchen built in (likely a shower and toilet) with a sleeping area and a sink and hot plate or microwave all plumbed and electrified might be useful.
This way when your house burned down, you still could open up your fireproof bomb shelter with plumbing and electricity and cots or beds or bunk beds to sleep in so you wouldn't have to stay with friends or in a hotel or a tent for weeks, months or years until your house was rebuilt (IF you had fire insurance in the first place.
You could keep non-perishable foods and water in such a place ready for use in a moments notice too. The main idea would be to have such a metal barrier between the surface and the bomb shelter that it wouldn't burn down into your bomb shelter in a big fire.
Where this would be the most useful likely would be in southern California where it is the driest but could be modified for literally anywhere in California or the western States. But, you probably wouldn't want to build a bomb shelter like this in a Flood plain of any sort in case your area flooded or had a flash flood.
And with new flood plains being created now every year (like the new flood plain created in Montecito near Santa Barbara) where multi-million dollar homes aren't being allowed to be rebuilt because of these new fire caused flood plains that have been created in the last couple of years.
I'm not very familiar with the new flood plain created by the Paradise fire in the valley of Paradise or the hills around it. But, it might be logical if the new flood plain makes Chico and other nearby towns vulnerable to flash flooding now because if we have rains it won't just be the tents in a WAl mart store that Paradise residents are living in now but also larger parts of Chico and other nearby areas when the rains come.
So, studies need to be made of the composition of the dirt and rocks and liquifaction potentially of that entire area when the rains come now or it could get even more scary than what happened to the city of Paradise in the fire.
Because Flash flooding has ALWAYS killed the most people in California, far more than fires, and likely more than anything but car accidents when you think about it.
However, if you are in an area that flash floods and you get a weather report of rain coming, I would seal up your bomb shelter and go to a hotel so you don't drown. Because even if it is sealed like a Submarine(your bomb shelter) what happens if you get boulders and things that land from floating down from the mountain tops down canyons on top of your opening door to your bomb shelter so you can never get out? And what if no one knows you are there?
So, if you see rain coming by looking up or from media you likely want to go visit friends or get a hotel room or even get your tent and go camping somewhere safe or sleep in your car or truck or motor home for a few days until the rain ends.
