How you know if your area is discriminating against Afro Americans or other minorities?

From the Ferguson model which bragged of $2million dollars in fines against mostly poor and black minorities in the area you can see how this whole thing can harm a whole area. I heard one story of someone who had a light out in their car which caused a fine, but the fine the person could not pay. So, the person went to jail for a while because they couldn't pay the fine so they lost their job, so they still couldn't pay the fine.

So, this model you might see in your area is something to look at where impoverished people of all minorities are punished for being poor. Also, another way to check is to notice the percentage of arrests and whether or not those are of a specific minority or not.

This is one way to check to see if your area is discriminating against Black people or another minority by financially preventing them from getting ahead or surviving in that area and possibly forcing them by doing this to move to another area.

However, it isn't just minorities being discriminated either.

For example, in California I just heard of someone in my area who was a week late with his child support payments to his ex-wife. They took away his driver's license so he cannot get to work the last 2 weeks because of this. So, now he has missed two weeks of work which will only make the whole thing get worse and worse.

This is the kind of penalty which brings the response: "What?" because it is in the main counterproductive to solving the child support problem in the first place.

I can remember during my last divorce (early 1990s) they took 1/2 of my wages which would have meant if I wasn't at the time very resourceful not being able to afford to rent a place anywhere to live. So, I also relate to how bad Dad's are treated. They often aren't allowed to see their children because they cannot afford a good enough lawyer and then they are punished when they cannot afford the child support payments and rent a place to live. "This happens a lot in California".

So, in California this often means "Homeless" Dads trying to pay child support and keeping their jobs. If this is in California how much worse must this be other places?
