This is likely why the U.S. and Europe stepped back from this situation. Anyone nuts enough to put nukes on alert over Crimea is nuts enough to use them. Governments don't entirely view Putin as "civilized" since then or they view him about like they viewed Hitler and Stalin when they were alive.
